The concrete isn’t the problem. Like mentioned above, the sealife growth is. Also, metal and moving mechanicals are savaged by seawater (and the sealife growth). Keeping things working on the surface of the water is difficult and expensive. Water pressure makes that even worse. Maintenance requires divers which are likewise very expensive.

Every time I see these “We’ll do X in/around the ocean” projects I think, “These people have not spent a lot of time near the ocean.”

Friend running latest M4 Max Studio. Studio display configured as main monitor connected to 1st TB5 port. Secondary Dell 4k monitor connected to HDMI.
Latest MacOS thinks the HDMI monitor is on, even when it is powered off. This means that a second Firefox window on screen 2 is unreachable without powering on the second monitor. Would be nice to have a feature that would return all open windows to the active screen(s).
Better yet if there was M-TAB or M-` would show the second window and open it on a screen that is actually on.

Been with Firefox for years. Just moved to the LibreWolf variant with no issues in my first week. Uses the same Mozilla sync and my favorite extensions still work.
