This whole post might not be that helpful actually, but the thing that it reminds me quite a bit of is a track in another ninja film that I saw last Christmas for some reason, and the soundtrack more generally I think, had those kinds of synth sounds and genre. But also—because of the “yeah, boy” sample and the guitars—Anthrax’s cover of "Bring the Noise”.
Even less helpfully, as I jump around hazy recollections of childhood gaming and older sibling CD collections, the rap and orchestra hits make me think of ”King Ring” from the GTA:IV soundtrack, though it’s not really very similar. And if the bass were more brooding, you’d head towards ”Furious Angels” territory, although that’s more late 90s-y and fusing orchestra with electronic differently again.
The later part of the song reminds me of the 80s music I was getting into during the lockdowns, and there’s something about the part you mention that puts me in mind of old sci-fi soundtracks but, other than Johnny Mnemonic, which is electronic but not hip-hop enough, nothing specific is coming to mind. I feel like there’s something rattling around in here that’s closer but which won’t pop out for a week. Rrrrr!

Not surprising given the vintage of the song, it’s got a similar vibe as New Jack Swing, just with more rap-style vocals instead of the typical R&B influenced singing of New Jack Swing.
Late 80s… M|A|R|R|S, S’Express, Bomb the Bass et cetera…all sample heavy electronic dance.
